@ashley13 I am sure your brother is aware that all these plants need protecting from frost.
I have worked as a Gardener for 24 years. My latest garden is a new build garden on heavy clay.

Websites don't necessarily keep up with all the newest varieties. There will be some similarities though - for example all trailing lobelias will be much the same apart from colour. Petunias vary in size a bit more and there are a few (tidal wave series) that seem to be more hardy than others.
Fuchsias can be tender or hardy and you'd have to search on the internet for the specific varieties (but I suspect a lot of those are tender types). For example try putting Fuchsia Koralie into Google and see what you find. You do need to get the spelling right though (the s comes after the ch - they're named after a chap by the name of Fuchs, which I think sounds a bit like a rude word if you say it out loud - that makes it easier to remember the right spelling, for me). Not trying to criticise, we know what you mean but search engines aren't always smart.
Doncaster, South Yorkshire. Soil type: sandy, well-drained

Try it and see what you think.  It will give you sufficient basic info to be getting on with. There are also specialist growers who have websites which you can also have a look at.  However, you will need to consider your brother's location as well as soil type, whether he wishes to grow these plants in a container or in the ground and how much time he has to maintain them.
I'm afraid if you want to learn about these specific plants ( or any other plants ) you will need to spend a bit of time doing your own research rather than hoping others will do it for you. If you think about it, having to find stuff out for yourself often makes it more likely to stick in your mind  ;)
Once you have some basic knowledge, you can always post specific queries /problems and I'm sure you will receive plenty of help and advice.
