Recommendation for South facing bank

Hello! I have a south facing bank with clay soil behind an oil tank (I would guess 30m2). I want to grow some cover on it otherwise it just gets covered with weeds and looks unsightly. I initially tried rhododendron but it has struggled (probably because it gets little shade). Does anyone have a recommendation for a similar style of plant (ideally flowering) that would quickly cover the bank and will thrive in the sun?

If you're looking for something evergreen take a look at Choisya Ternata or Choisya 'Aztec Pearl' for interesting leaves.

Hebes are quite good cover and can cope with dry sunny conditions; especially the smaller leaved ones like H. rakaiensis. I would say get rid of the weeds thoroughly, and plant as dense as possible - at least 4/m2.

You could have a look at a prostrate rosemary. I've got one planted at the top of a south facing slope in clay - it's now reached the bottom! Pale blue flowers, some out now, lovely smell and you can pinch bits for cooking.
