Blind bulbs

If daffodil bulbs in the ground are blind but don't appear to be overly congested, is that a sign that they have had it or just lacking in nutrition?

It depends on where they are planted but it was very dry last spring and it may be the case that the leaves withered shortly after flowering and did not provide the bulb with sufficient food to form a flower for this year.
