  I think you'd need a shredder @selinasally. There are varying qualities and prices though.
  I think we had a thread about them recently. I 'll see if I can find it

  If they are strong bags, and if the twigs are dry, can you stomp on them to break them up? You can use a regular  mower on leaves. I'm not sure it would be as happy with twigs.

  If you were thinking of making any new beds, you could use them in a hugelkultur.
