Black fly?

This may be a very silly question but due to wind damage I couldn’t get into my greenhouse- am finally back in and I have lots of these little black flies crawling around- they are not actually on my plants - more on the soil and staging- are they black fly? Photo is very blown-up- thank you

    It's not blackfly as in what smothers plants and feed off the sap.
    I think it's a sort of shore fly or something similar like a fungus gnat.
    I get lots in my g/house too.
    I don't make any effort to get rid of them as I'm not aware they've caused trouble
