It isn't a climber I'd use on a fence. They want to become massive, so the fence would need to be very substantial and sturdy.
    They prefer shadier sites.
It's a place where beautiful isn't enough of a word....

I live in west central Scotland - not where that photo is...

No to virginia creeper...once you have it it never goes away and spreads all over.
Clematis armandii..evergreen and flowers late winter early spring and can be cut back if needed.
Ours this year is the best for flowering in years.

Virginia creeper isn't evergreen, @Gwennie01 so wouldn't fit the bill anyway, even if your fence is huge and very sturdy...
Since 2019 I've lived in east Clare, in the west of Ireland.

I grew it in a large pot up a fence panel and trellis.

I’d created a big playground for vine weevil.

I’d go out at night and it would be covered in them.

I’d say that’s another reason not to have it. I got rid of it pretty sharpish after that discovery.

    And it’s not evergreen.

How tall, wide is the fence etc.

Do you have pics and aspect details.

Yes -  I forgot to say that too. Not evergreen, but certainly a beautiful plant.
More suited to large walls/buildings where it can be shown properly.
I should also qualify what I said re shade - in cooler areas it's fine in sun as well. I think it gets a bit fried in severely hot sites.

    Thanks all.
Didn’t realise I’d duplicated this post, apologies,
I will ditch  that idea and try  the Clematis Armandi👍
