Can anyone identify this plant ?

This is in my new garden , does anyone know what it is ( not Japenese Knotweed I understand? ) It's in a shallow soil in limestone bedrock  . The stalks from last year are hollow dry there are several new shoots . Many thanks Phil

    Another view same bed different  shoots taken 12 March show also last year's growth .

    looks like a Euphorbia to me. Possibly E. griffithii

    Not right for peony.
    It's a place where beautiful isn't enough of a word....

    Definitely Euphorbia Griffithii. Put gloves on to handle.
