Philadelphus Without Buds

The shrubs in my garden started budding weeks ago (Sorbaria Sem and honeysuckle are now actually in leaf), all except the philadelphus. There's not a single sign of emergent growth. Are philadelphuses late bloomers or is there something wrong?

Knowledge is knowing that a tomato is a fruit.
Wisdom is not putting it in a fruit salad.
The other one is in a shadier spot, in a standard border, and isn't really doing anything yet.
Most Philadelphus flower around late May/June onwards, depending on location, so green growth won't be too great until next month.

If it's a large specimen, you may need to cut it back a bit too, to make moving and establishing easier.
