Persicaria virginiana var. filiformis 'Lance Corporal'

I have this plant, new to me last year.

I've just seen new leaf growth at the base but none on the old stems 

Does this regrow on old stems or do I need to cut back the old stems to ground level?

Thank you for any advice 🙂

    It is normal for this to die back in winter and regrow from the base in the spring.
    Perthshire. SCOTLAND .

    Thanks Silver surfer, so do I prune all old growth to the base?
