Damaged Fence Panel in Council Property

Hi, my grandson lives in a semi Council property and his neighbour owns his home. Recently a fence panel panel was damaged by the wind and the neighbour came round to ask him to repair it. The fence runs up the boundary at the rear, grandsons right side looking out from the back door neighbours left side. I have looked at my deeds on my home which shows with a  T  (boundarys I am responsible for)  front hedge and left side hedge at the rear.  I know Council wont repair fences unless they are a danger and he is going to get in touch with Council to find out if he is responsible for the replacement. In the mean time anyone with any knowledge or experience I would be grateful ( so will skint grandson lol)..

    Has your grandson had sight of his neighbour's deeds which should confirm whether or not the boundary fence is on your GSon's/Council land ?
    Other than that I can't think of anything which he could do until he has spoken with the council.
    I've no personal experience with council property re their duty to maintain boundary fences but hopefully someone else may be able to offer some pointers.

    If it's just one panel and you can afford it, to avoid aggravation, I'd just get it done myself - unless it turns out to be your neighbour's responsibility.
