They had bare trunks. Leylandii will never regrow from bare trunks so they would never form a hedge. It’s absolutely obvious that they’ve been poorly grown in unsuitable/overcrowded conditions … or if they were bag grown the bags were too tall so that the bottom branches and foliage died off.
Your photos also show bent and twisted trunks … misshaped growth over more than one growing season. Totally unsuitable for a hedge … totally unsuitable for sale.
Totally unprofessional to grow plants like that and to send plants out in that condition. If he thinks that foliage will grow on the lower portion of those trees he knows nothing about his subject.
You should have your money back in full.

Oh absolutely @Dovefromabove. There's no chance of those looking good - ever. As I said early on - proper pot grown whips/plants would never look like that. They're shockers.
They aren't fit for purpose. Simple as that.

A little confused by the mention of fruit, l must confess. Also Leylandii won't reshoot from the bare wood. If you can't get a refund, I would seriously consider taking the matter further with Ebay. I think l'm right in saying that if the matter hasn't been resolved with the seller within 5 business days (might be less), you can take it further.
