Jasmine beesianum - pruning and flowering advice

Hi. I planted this Jasmine beesianum 2 years ago. While it has grown vigorously, it has never flowered (other than the year I bought it still in pot). I have fed it with miracle grow during flowering season. I have also never pruned it - I feel scared cutting it back in the fear I may damage or lose it plant. Looking for some advice on -
1. What can I do to make it flower?
2. How and when shall I prune it?

    Having battled with it coming under, over and through my fence from next door in an attempt to strangle my roses, I would say that there isn't much you could do to damage or lose it!
    If you want it to grow more, you should clear away some of the grass around it and along the fence. It can spread along the ground too
    In London. Keen but lazy.

    Looking at your photo, if it's planted in the grass, rather than a proper area of it's own, it'll have too much competition for the nutrients it needs to flower. It's easier for plants to get lots of growth before settling in and flowering well.
    The aspect might be a factor too, as @bcpathome says.
    As @B3 says, if you clear a proper space and also make sure the soil it's planted in is in good condition, that should help too. Just using a chemical feed isn't always enough for hungry climbers. Poor soil can often be a hindrance, and adding plenty of organic matter is highly beneficial :)
    It's a place where beautiful isn't enough of a word....
