Hmm. I do think it's a jasmine as identified above. It doesn't seem to grow up rapidly like a clematis. It has never flowered at all in over a year, and I can't see any other buds, but will look tomorrow.
The photo confirms it is Jasmine. Unfortunately, this particular one flowers in spring to early summer and in the UK, we tend to get cold nights still, so even if you get buds, they can be easily ruined by late frost. I don't think feeding it will produce flowers this year. I would trim off excess stray growth and hope that next year it will be a better year.
Yes, I am pleased to see one flower just to confirm what it is. It is pretty convoluted and I suspect fifteen years old. I will probably do something radical to it for next year, but I was thinking of ditching it.
It's totally up to you. They do need mild winters and lack of late frost to thrive, so if your area doesn't have that, you may just end up with evergreen leaves. Jasminum Officinale is more suited to the UK because it flowers in mid summer and more reliable. But it is a much bigger plant, but can easily be pruned back if it gets too big.
This climber can do well, but just a bit inconsistent with flowering because the spring here is pretty cold. It's more of a conservatory plant. My mum grow one outside, and some years it flowers well, other years, no flowers. It's even light frost that will ruin the flowers.
