Can somebody please tell me what this bush is called? It flowers in July as seen in the picture. Also any advice on maintenance such as when to prune.
Can I plant any flower plants or lavender underneath?

Probably too shady and dry underneath to get much to flower there.
Hardy Geraniums might do hough.

Or Campanula (poscharskyana?) which will look great tumbling over the wall.
