Bay tree

I have two bay trees in pots, one is looking healthy, the other one the leaves are crisp and dry I think the frost has done this can it be rescued. Both trunks are twisted

Container grown Bays can be susceptible to freezing temps and it often pays to use some protection over winter.
When you say the trunks are twisted, do you mean that the trees have been grown that way ( usually 3 plants in a pot with the trunks plaited and grown on to form a Lollipop effect ). These are often more problematic to keep going over a harsh winter.
Perhaps a photo if possible and an idea of the site may help with some advice
