Has anyone seen this before on roses?

Friend sent me this picture of dusty mouldy stuff on their rose stems, it’s all at the same height, the same size & when brushed off is like ash. Any ideas?

Yes, I think it's woolly aphid. Try blasting it off with a jet of water.
