Please can anyone tell me what sort of fungus this is and is it safe to move it. It smells horrible

  It is too old and decayed to identify now. It will dissolve away in a few days on its own but you can safely remove it if necessary, just wash your hands afterwards like you would when doing any gardening.

  There is one called Pisolithus tinctorius , also known as dyemakers puffball as it yields a dye, aka dog turd fungus.  As steephill says, too far gone to identify now.
