Lavendar not growing

I planted these lavenders in the spring and they haven't changed in Size. What am I doing wrong please?

    The conditions may not suit them [they need a sunny well drained site] but they're clearly very very small plants, and will therefore just be establishing their root systems.
    I'd make sure that ivy is kept at bay - it'll smother them if allowed to spread. 
    It's a place where beautiful isn't enough of a word....

    And gather up the fallen leaves if you expect the kind of winter weather that will turn them into a soggy wet mass.
    I'm surprised they haven't grown at all over the whole summer, but as @Fairygirl says, perhaps they're busy putting down roots.

    I'd say the tips on those are a little bit of new growth, but overall, perhaps it doesn't look as if there's much difference in size  :)
