Yes, it's fine. The mulch is to protect against cold and we haven't had any yet - at least, not as far as I know. You can mulch any time before the frost but doing it while the soil is still warm is a good idea.

Whilst mulching my dahlias today I noticed some of the tubers were sticking up out of the ground, silly me dug them up as I thought maybe I hadn’t planted them deep enough in the summer. I don’t really want to have to store them indoors so can I put them back into the ground at this time of the year? It’s my first year growing dahlias so it’s a chance I’m going to take this year leaving them in the ground. Any advice please.
I personally wouldn't re plant them now. If they're already dug up,I would store them. You don't need manure,they don't want feeding.
I’m in a dilemma now do I or do I not! I have used composted manure which is says is for mulching and to protect plants from frost so hope I’ve used the correct thing. Guess I will find out next year!!🤞🤞
Manure IS a feed but it is also a great soil improver and the perfect mulch. The only danger to your dahlias is constant wet and extreme cold. Stop worrying, you need a cup of tea and a rest!!!

Not possible here with our climate, but that's always the way with certain plants - fine in some areas, and not in others
