French Lavender - Pruning

Hi - hoping I can get some assistance with my French Lavender which is planted in pots on our balcony in London.

The plants (3 per pot) flowered in early summer but I didn't dead head them for a while. After dead heading, it took a while to see new flowers start to come but none of these have properly developed - there are tiny purple heads that look as if they should grow further but they've not come out in 6-8 weeks. We get sun until around 2pm.

For this year - should I cut back the Lavender now? I can't see that they will develop any more this year. If yes, how far? Also, where there are dead branches underneath, should these be removed? Should I try to do this in a warmer/dryer spell?

For next year - I was unsure whether the plants were too wet or too dry. What is the best condition for them to grow in?

    When it comes to cutting back, personally l would only take the flower stalks off, no more.
    I stand to be corrected though. 
    If they're not up on "pot feet" l would do that to help with drainage. 
    French lavenders are pretty tender even in a London micro climate so l wouldn't do more at this time of year  :)

    Yeah, I'm just talking about the stalks to remove the flower heads.

    We've got decking under the pots, so I think that should be fine for drainage?

    I would still lift them up off the floor if you can, even though they're on decking.
