It's an Impatiens - they are tender, so it will die as soon as the weather turns cold, certainly with the first frost. If your M-I-L wants to try to keep it through the winter, it will need to be brought indoors - conservatory, warm greenhouse or a bright windowsill in a cool-ish room. Indoors it will probably get leggy, but she might be able to take cuttings in spring to put out next summer.

Looks like Impatiens New Guinea? I've got a similar one and I just moved it indoors to overwinter. Think many people grow it as an annual though. Will wait to see what others say on this one.
