Skimmia Japonica Rubella - roots exposed

Why are the roots exposed on my skimmia japonica rubella? Did I not plant it deep enough? I topped up with soil late spring but the are exposed again. Thank you for your help.

    I wouldn't be too worried about that @sharanshrubs. The soil may not be the best for it, especially as it's also near the wall, but as long as you're regularly mulching with organic matter of some kind, that will help. The soil level tends to settle in bed/borders anyway, so they often need a bit of extra help. 
    Some well rotted manure or leaf mould would be ideal, and will also help retain moisture better. Doing it after there's adequate moisture in the soil is better than when it's dry. That also helps the soil structure in general. Walls tend to create a rain shadow and soil next to them can be much drier than in more open sites. Skimmias like a moister soil, or at least, plenty of rain if the soil's more free draining .  :)
