Indeed @PnD . If he wasn't such a t***er, it would help. He likes to park one of the vans on the pavenment, at the end of my garden where it borders the road. I know it's deliberate, but it's a public road, so nothing I can do. The main problem is that he parks it right at the corner, often blocking the pavement, and of course, making it really difficult to come out the access road. He once reversed round that corner - at speed, just as I was coming out my drive. Nearly hit me. That would have been a nice insurance claim, especially as he was driving on the wrong side of the road in order to do it.
It's a place where beautiful isn't enough of a word....

We planted Phyllostachys Nigra about 15 years ago and, by and large, it has bulked up massively but largely stayed in place. In all that time we've only had one significant runner which came up about 18 inches from the main clump. I dug it out, raised it in a large pot, and then planted it in another part of the garden where it's also bulking up nicely and doing the job the OP wanted.
The main problem we've had is House Sparrows which have trashed the top of the original clump. Sounds unlikely I know but I regularly see a large group of them stripping young leaves off. So we now have lots of tall canes that are bare nearly to the top. The bottom is left alone and the very top they can't balance on so this tuft gets left alone as well.
