Poor growth on one side of a bed

Hello. I have this tricky/experimental bed that's 100 by 60cm, but only approx 8/9cm soil before hits concrete. Planted it up in summer, but as you can see one side is growing well but the other is failing. Same plants (in reverse.  Same amount of sun etc. I am wondering why? I can only think maybe as slight slope maybe the right gets more water and maybe 1-2cm more soil. Could that be it? What to do- remove the left plants and replant somewhere else now? Then in spring try plants that require little soil such as Saxafrage.

    I think the problem is that you're trying to grow plants with concrete underneath them. 
    The ones that seem ok, may be getting excess water draining away by sheer luck or a small slope or similar. The others won't. 
    It's a place where beautiful isn't enough of a word....
