When to cut back dahlias

Hi, my first yr growing dahlias and I’ve had some beautiful blooms but over the last few weeks the wind has blown them down. (Need better stakes for next year!). Would now be a good time to cut them back ready to lift the tubers to over winter?

    I always wait until the first frost has blackened the foliage, then I lift and dry them. 
    I store them upside down in the frostfree garage (wrapped in scrumpled newspaper or similar) so that any sap in the stems drains out. 

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    I wait for the frost to hit them too, but if they've collapsed due to wind etc there's no harm in tidying them up by removing the worst bits now. 
    "What is hateful to you, do not do to your neighbour".
