Viburnum disease

Is this Anthracnose on my viburnum?

    Thanks. Just odd, it has these black specks that come off, when tje leaf is touched.

    Looks like Thrips damage to me. In heavy infestations, you can prune out the worst affected areas. If it's a large area/shrub, blast the shrub with a hose on jet setting. Try to keep the base of the shrub and surrounding areas cleared of dead plant material. Sometimes, they over-winter causing further re-infestations.
