  Could it be some sort of Broom (Cytisus)?
  I used to have a pineapple broom - the leaves are similar, but not as densely packed as the ones on your plant and the leaves were bigger.
  It also reminds me a bit of Baptisia, but don't think they grow that tall
  Hopefully someone will come up with some more useful ideas

  I was thinking along the same lines as @Pete.8 … similar to Pineapple Broom but smaller leaves and different growth habit 🤔

  My guess at first was that it's a Coronilla from the leaves, but the bigger photo doesn't look like it .
  Do you know if it has flowers @Villaverde123 ?

  Looked like  C. battandieri to me too, but the wider shot looks different.

  I agree it's some sort of Broom. It might be Genista 'Porlock'.
