Might be tobacco budworm, also called geranium budworm, damaging your pelargonium buds. It appears to be more of a US issue, and I see you're based in Utah.
If you don't have so much damage, you can try inspecting the plants and handpicking any caterpillars. They may be at the base of the plants during the day, or you may see more of them when they come out at night. Also could be worth snipping off the damaged buds, in case the caterpillars are hiding inside them.

I usually have geraniums every year, but this is the first time I've had issues.
