Turf and block paving border

I am about to turf my garden. I have put down new topsoil and levelled it to the top of the block paving border. This would mean that the turf would initially sit proud of the block paving based upon the assumption that it will sink over time. Is this this the correct process or do I need to remove some of the topsoil so that only the grass sits proud of the border?
