  Weigela?

  Oxford. The City of Dreaming Spires.

  Definitely Weigela. It appears to be a variegated one that has reverted to plain green. This can happen if the occasional plain green branch is not pruned off, as it is able to produce more chlorophyll than the variegated stems and therefore grows more vigourously.

  It happened to one I had. However, I decided that I preferred the plain green and took cuttings, so now how have 2 large, unvariegated shrubs

  Definitely. I'd agree re the reversion too. 
  I'm not keen on those variegated ones either @Buttercupdays - the green always looks better against the flowers IMO. Mind you , I don't like the pink ones anyway

  i saw this one in my neighbour's garden, i love the flowers, so now i want to try and find it somewhere to buy.. when would be the best time of the year to buy it / plant it?

  Whenever you can find it 
  Potted plants can be planted at any time other than when it's frosty, or when ground is waterlogged - which wouldn't suit the shrub anyway 
  It's easier for shrubs to establish through autumn and early winter, so it's a very good time.
  Burncoose is a good nursery and they usually have lots of varieties of Weigela.
