Verbascum question...

I've just chopped back the stems on my verbascum that I planted out earlier this year and noticed that three of the four have already developed a crown of new leaves. However one has nothing at all at the base. Is this normal and is it likely to come back next year?

    Are they all the same variety? Some are biennials. If the one that hasn't grown new leaves is supposed to be a perennial one, it might still come back so I would leave it until spring. If there's no new growth then, that's the time to take it out. If it's a biennial then it's probably done it's thing, set seed (or been deadheaded before it had the chance to) and died.
