Several things it looks a bit like, but without some clearer pictures of the foliage and base of the plant I don’t think we can give a firm ID.

Looks like a restios plant from South Africa, but I have no experience of them.

. You could be right. I now remember having one years ago that looked like that. I think it had small pink flowers on the branch ends looking rather tasselled.
