Plant recognition - any ideas please? It's currently about 4' x 3'. It has not flowered this year

Whenever you prune a shrub back hard, it can take several seasons for them to properly recover and start flowering, but the advantage is that they are often rejuvenated and grow much better as a result.
I live in west central Scotland - not where that photo is...
Leave it be and it'll put on a lot of greenery (as evidenced in your pics) and buds for flowers in spring next year.
Thin it out as needed after flowering and away you go.
