Balcony completely covered in webs- spider mites??

Hi all,

My London balcony is completely carpeted in spider webs, which reappear as soon as I can clear them. They’re in crevices, on patio chairs, and also on plants themselves. Can anyone help me identify?

A rose has just died and other plants now looking peaky, with some leaf spotting. Could it be spider mites?

Pictures attached. Excuse hideous streaks- have tried neem oil to little effect!

    The tops of the leaves will have masses of minute orange/brown spots on the leaves if it is spider mites.
    Have a look on the underside of one of the leaves that isn't shrivelled with a magnifying glass.
    If they are spider mites you should be able to see them.
    They are very, very small and almost transparent.
    The most common is the two-spot mite.
