No, I get these from June thru to September on my two established, mature wisterias and just cut them back. The exceptions are any I'm training in to grow and extend my new wisteria.
Come February/March, depending on frosts, I then use the advantage of having bare stems and greater visibility to do further trimming of needed, especially any stems I missed that are heading under gutters or where I don't want them.
