Baby penstemon: what shall I do?

These have arrived!
They look so small, should I plant them in the garden or into pots and keep them in my grow house over winter (or on patio where I am more likely to water them) and plant out next year?   There are 12 in that lunch box having a drink

    I think they're best kept somewhere sheltered for the time being. They're quite small plants.
    I believe that penstemons with narrow leaves are the hardiest, and yours do have narrow leaves, but I'd still keep them somewhere safe from the worst that winter may throw at them and plant out in the spring
