Potting on rooted cuttings
I provided a picture to help explain my question.

I am potting on cuttings that have only sprouted roots from the very bottom of the twig. The dotted line above is the soil level of the pot they were just in. Do I need to strictly keep to this soil line when I put them in a new pot, or does it matter much as long as the roots are covered?

The most important things are to have a good medium for them, and not to pot on into too big a pot.
I live in west central Scotland - not where that photo is...
What are they cuttings from ?

put a half inch or so layer of compost in a pot then gently lay the plant on top fill in with compost very gently.
