Hi there, I'm not sure of the ID of the plant but yellowing leaves can be a sign of overwatering. Check the drainage of your pot - it looks like a decorative outer pot, without an interior standard pot with drainage holes. This can easily be remedied by re-potting with good well draining houseplant compost, in a pot with drainage holes and ensuring that you only water when the top two cm of the compost are dry. You can remove the yellowing leaves to improve the look of the plant without doing any harm (they won't recover). Hope this helps.
It could be one of the broader-leaved dracaenas. I agree that it could be too wet in the bottom of the pot if there are no drainage holes, but they do tend to lose the older leaves making a false palm effect.
