Does anyone know is this a plant or weed and what is it's name

  • Could be a ceanothus variety of some sort?  I have a similar one in the garden used for hedging.

    I can think of 2 pink flowered deciduous ones, but don't think they are a match.
    Flowers are in rounded heads of many tiny pink flowers.
    Most Ceanothus are evergreen with blue flowers.

    A friend (who was a real plantswoman) grew a white ceanothus … similar in almost every respect to the more usual blue ones … but it’s about 12 years since I saw it last … 

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
