Dahlia disease diagnosis please

I would love some help from  experienced dahlia growers-- this is my first year and  i have had a number of problems along the way -
i bought 24 tubers and 10 rotted in the basement whilst i waited for warm weather-- i salvaged 14.
 I planted them in may in some raised beds in which i had potatoes and tomatoes last year which succumbed to the blight.= the beds are small so i planted the dahlias  quite close together. Overall i had initial success with lots of blooms.
 but after a lot of rain then a hot spell then some watering i noticed the  plentiful new buds were not opening and were moist and sticky.
The leaves also had some white spots on them and necrotic areas

 and some had gone  yellow and brown-
i also noticed my runner beans in the same bed which had started well are now wilting and the beans going soft and not enlarging. 



One plant had some watery tubers on it - the white plant  in the pot  which was the first to look bad and i have isolated it.
another plant had white stuff on its tuber -
I presume these plants have some kind of fungus- or several kinds!!-  I have only seen 1 ant and  couple of green aphids on them  so I dont think they are infested.
Is this problem  related to the previous blight?
Must i throw them away?
Can i treat them?
Must i throw all the soil away?

    Those ‘unopened buds’ are actually spent flowers/seedheads. Remove them to 
    encourage more flowers. 

    Buds are flatter … more cushion-shaped.

  • Thank you for replying but I really don't think they have opened yet-- there are so many of them I don't think I could have missed them all.

    This is a spent flower

    The spent flowers are cone-shaped and are more or less horizontal. 



    This is a bud

    Buds are a round cushion/button shape and face the floor until they’re ready to open. 

    Don’t  feel bad … we get several queries like yours every year. 

    Remove the spent flowers and give the plants some tomato feed in the water. 

    You’ll soon have more buds

    I think by looking at the photos that they need a feed that’s why they’re droopy .

    You can deadhead a dalhia assiduously, turn around, turn back, and will see another 10 that have appeared, as if by magic.
