It has the look of a penstemon to me

I think so too. Can't tell which one without flowers, though.
Dordogne and Norfolk. Clay in Dordogne, sandy in Norfolk.
  • No flowers in 2 years, unfortunately!

If you haven't fed it, some liquid tomato feed may help. They do like the sun too, if you have sunny spot in the garden it may do better there.
I have lots of different varieties and they've not flowered well this 'summer' :(

I'd agree it looks like a penstemon, but if it's been in that pot all that time with no food, it's unlikely to flower well.  :)
Anything in a pot needs the soil medium refreshed every year. Soil based medium too, not just compost   :)

  • Thanks for the advice. Could you let me know how I go about refreshing potted plants?

Just carefully scrape the top inch or so [more if you can]  of soil from the pot and add fresh compost. Early spring is a good time to do it, before the plants get going properly. You can add a little slow release food at the same time.  :)

You should also check the bottom of the pots for signs of roots poking out as that means it needs a bigger pot.  If you can, remove the whole root ball from the pot and see if they are going round and round as that also indicates it is pot bound and needs a bigger, deeper pot or planting out in the ground.
