There's a massively long thread about it on here somewhere, but the only thing which seems to work against Nostoc commune is a solution of washing soda (Sodium Carbonate.)  Good luck.

Thank you Bob.  I am now a bit of an expert.  2 years ago, a small test with Ferrous Sulphate worked, but caused rust discoloration.  This was as expected and so done in an out-of-sight area.  Elsewhere household bleach at full 5% NaOCl strength can be sprayed.  (US sources say: 10% farm grade.) It worked well, if dangerously .  But after all the rain it is coming back.

What concentration for the washing soda?

If you search Nostoc, you will see my safety advice about Sodium Hydroxide/caustic soda and Washing Soda.  IMPORTANT.

This page may be useful - it even refers to the very thread I mentioned earlier:

Yes it is, so it's a good job that Sodium Hydroxide (Caustic soda) is NOT what is being recommended here. :)

Indeed @BobTheGardener - I was just picking up on it being mentioned in that post at 11.01 - in case anyone thought it was ok to use, or was confused about which one was which    :)
