Hello can anyone tell me what this is  plant or weed thank you

    I think you probably have a bird seed seedling growing there.  Possibly a nyjer seed. 
    On second thoughts it also looks a bit like the biennial Evening primrose.

    I would call it a weed .Although others may disagree.

    Not niger.
    Could be an evening primrose.
    Let it flower and then you can decide whether it is worth keeping.

    Mind you a weed is a plant, so both 🤣 just pull it, clearly doesn't belong there.
