Can anyone identify this tree?

4m tall, leaves dark green, glossy, in pairs, smooth edges, spear shaped. Bark varies, rough on main trunk, smoother on young sprouts, with small horizontal dashes, Colour greenish grey.

Clumps of small flowers on tips of branch, but at present only green as haven't fully flowered.

Leaves strongly resemble Bay leaves but no odour. Thought it was a bay willow but flowers don't look like catkins... So confused!

Looks like a Cornus of some kind. Are the photos recent, and do you have a photo of it from slightly further away, showing the whole shrub/tree?
It's a place where beautiful isn't enough of a word....

I live in west central Scotland - not where that photo is...

I wondered about Viburnum, but the buds threw me a bit, which is why I wondered if it was  recent photo.
