Hi could anyone tell me once you’ve potted the cuttings where is the best place to keep them over winter. Also should you place a plastic bag over them. Many thanks

Cuttings only need to be protected under a poly bag until they root. Then pot them individually into small pots. Keep out of full sun but in a bright place until they settle. Then pot on as necessary, at that point they’re fine out doors. To over winter a ventilated cold green house or cold frame are ideal otherwise a sheltered part of the garden against a house wall.
I have successfully taken cuttings of penstemon but not phlox, I’ve a feeling it’s root cuttings for them. I’m sure someone else will clarify that point.

Thanks Bilje. Should I keep the cuttings indoors or outdoors with the poly bag on?
