Ross Arthur Bell not flowering

Earlier this year I planted a climbing rose Arthur Bell on a south facing fence in a new raised bed of topsoil and compost it flowered well in June but has not flowered since. Can anyone give me some advice.

    After a branch has flowered, I prune it down to a leaf bud facing in the right direction. Within a couple of weeks ,at this time of year, a new shoot will grow and soon after that, new flower buds. If you prune regularly after flowering, you should have new flowers most of late  spring to early autumn.
