As you can see in the photowe have two beautiful conifer shrubs and trees which have started to develop significant brown leaves at the base which are growing significantly. Can anyone advise if this is a normal or if the trees are starting to die.we really hope? Is there anything that we can do to reverse this?

No. Once they get brown that's it.
They've either been cut back too far into brown wood, or they're just suffering from drought. That's the usual reasons.
When trimming, you can't take off anything other than fresh, green growth.
It's a place where beautiful isn't enough of a word....

  • Oh no!  We had building work about a year ago and there was fencing panels around it for about a year.I wonder if that has affected it

Probably. It most likely didn’t get enough natural rain and you couldn’t reach it to water I’ll bet. The trees are toast

An opportunity to plant something nice-r  ;)
They're actually quite drought resistant once established, but they're also shallow rooted, so having a fence round them for that length of time will have done no good at all.
