What’s in my soil? White and Blue Bird of Paradise- General Care and Question

Any advice for growing this in a potted plant outside in Southern California? 
ALSO, I found these little bits in the soil today, I haven’t seen them before and I’ve had it for a few weeks now, anybody able to ID these translucent balls??

    Over here, I'd say it was slow release fertiliser capsules. Have you tried popping one?
    But your pests are mostly different to the ones we get in the UK.
    In London. Keen but lazy.

    I'd agree - the round ones are fertiliser, but I don't know what the oblong one is. 

    Birds of Paradise plants [Strelitzia] aren't hardy over here, so I think you may need to look for more targeted advice if growing it outdoors. I think there are forum members who grow them though, so they may be able to help  :)
    It's a place where beautiful isn't enough of a word....
