Star jasmine - a disaster this year!

I have a star jasmine, 6 years old, climbing through a trellis.  Most of the leaves fall off every winter. Every year, until now, it has grown like mad through the summer and produced an abundance of flowers.  I pruned it well in February/March to reduce it & took out several tangled bits of old wood.  We had bitterly cold winds and frosts right through March & into April. This year the new growth has not been a bright green, but has tints of rusty brown on the leaves & as each tendril has grown, the leaves have gradually become dry & brown & died back.  There has been very little growth that is fresh green & not one flower!  Advice please: should I cut it right back to near ground level in January/February next year and take out the very old wood which has been bare this year.  If I cut it back to next-to-nothing will it regenerate - or has it reached the end of the road? Thanks.

I wonder if it was just a casualty of timing and weather. Even very hardy plants [which that jasmine isn't]  struggled after pruning at a normal time, due to later frosts etc.
It possibly just needs to recover.
Have you got a current photo?
It's a place where beautiful isn't enough of a word....

I live in west central Scotland - not where that photo is...
