  Yes 
  Assuming the new sites are suitable in terms of soil and aspect etc, and you follow the usual guidelines of watering well first [if the soil is dry] and getting as good a rootball as possible. Plant at the same level as they were before, and water well afterwards.

  any time while they are both dormant, so between November and probably Feb or March

  I move stuff whenever it suits me without any problem, especially tough shrubs like those, but if you're unsure then wait until they're dormant
